Youth Program Manager

The Shenandoah Valley Workforce Development Board, Inc. (SVWDB) invites applications for the position of Youth Program Manager for the Workforce Innovation and Opportunity Act (WIOA) youth program. This position will provide oversight and support for youth programming for the Virginia Career Works (VCW) – Shenandoah Valley Region and the Shenandoah Valley Workforce Development Board (SVWDB).

The Youth Program Manager will support the design and continuous improvement of youth programming, provide technical assistance and guidance to the youth service provider, work to meet and exceed WIOA youth program and performance requirements, and work to accomplish the youth program vision and mission as defined by the SVWDB. This position will provide oversight and support and direct youth programing for the SVWDB in accordance with WIOA requirements, Virginia Board for Workforce Development (VBWD) policies, Virginia Community College System (VCCS) VWLs (Virginia Workforce Letters), and SVWDB policies and practices.

Position requires any combination of education and work experience equivalent to graduation from an accredited college or university with a Bachelor’s degree in workforce development, human capital development, public administration, business, project management, communications, marketing, or nonprofit management. Experience working in the public workforce system with the Workforce Innovation and Opportunity Act (WIOA) Title I Youth program, managing a program budget, and implementing and working to maintain the Virginia Career Works (VCW) brand is required.

The Youth Program Manager position is contingent upon grant funding. Salary range is $55,000 – $65,000. Anticipated start date is October 1, 2019.
