LOCAL WORKFORCE DEVELOPMENT AREA 4 PLAN 2024 – 2028

Each Local Workforce Development Board in Virginia is required to develop and submit to the Governor a comprehensive four-year local plan in partnership with the appropriate Chief Elected Officials. The Local Workforce Development Area 4 Plan 2024-2028 includes a strategic action plan designed to develop, align, and integrate service delivery strategies and to support the State’s vision and strategic and operational goals for workforce development.

  • Help individuals gain access to jobs that pay family-sustaining wages and provide opportunities for career progression by providing equitable and universal service delivery;

  • Increase business engagement and deliver value to business customers by filling jobs in high-demand occupations that are strategic to Virginia’s economy and strengthen Virginia’s regions;

  • Develop a qualified and desirable workforce with the skills, competencies, and credentials that meets the current and anticipated business needs of Virginia;

  • Strengthen outreach and recruitment efforts to promote workforce services and stimulate career awareness; and

  • Reduce workforce system barriers through collaborative integration and innovative solutions.

Local Plan Approval and Public Comment Process

The Local Workforce Development Area 4 Plan 2024 – 2028 was presented to the SVWDB Board of Directors and Chief Elected Officials Consortium at a joint meeting on Thursday, March 27, 2025. Pending Board approval; once approved, the plan will be released for public comment.

LWDA 4 Plan 2020-2024 UPDATE

The LWDA 4 Plan 2024 – 2028 is pending submission to the WIOA Title I Administrator and will be reviewed by a multidisciplinary state team.
